DURING DESCENT, THE CREW TRIED STARTING THE NR 2 ENGINE, IT DID NOT START. TRIED THE NR 1 ENGINE IT WOULD NOT START. TRIED THE NR 2 ENGINE AGAIN AND IT STARTED AT ABOUT FL170. DID NOT TRY THE NR 1 ENGINE AGAIN. THE CREW THEN DIVERTED TO KSRQ. AIRCRAFT LANDED WITH NO OTHER PROBLEMS. THIS INCIDENT IS BEING INVESTIGATED BY THE NTSB AND AT THIS POINT THERE HAS BEEN NO CONCLUSION OF THE CAUSE OF THE FAILURE.

THE AIRCRAFT DIVERTED TO POINT OF DEPARTURE. SUBSEQUENT GROUND RUNS WERE UNABLE TO DUPLICATE THE EVENT. AIRFRAME CONTROL CABLES AND ENGINE BOV ACTUATOR RODS WERE FOUND MISRIGGED AND CORRECTED. PWC WILL IN VESTIGATE TO ESTABLISH ROOT CAUSE AND WILL AMEND THIS REPORT TO REFLECT SAME, ONCE AVAILABLE.

SEVERAL MINUTES LATER THE RIGHT FUEL FILTER BYPASS LIGHT ILLUMINATED, AND THEN MOMENTARILY EXTINGUISHED. AN EMERGENCY WAS DECLARED, AND AIRCRAFT LANDED WITHOUT FURTHER INCIDENT. BOTH ANNUNCIATORS WERE ILLUMINATED ON LANDING AND ROLLOUT. AT THE THRESHOLD OF THE RUNWAY BOTH FUEL FILTER BYPASS LIGHTS EXTINGUISHED. FUEL TEMPERATURE AT 11,000 FEET WAS -20 TO -22 DEGREES C. MAINTENANCE DRAINED WATER FROM THE FUEL TANKS AND PERFORMED AN ENGINE GROUND RUN WITH NO NOTED DISCREPANCIES. AIRCRAFT WAS RETURNED TO SERVICE.

THE ENGINE SYNCHRONIZATION WAS TURNED OFF AND ENGINE IGNITERS WERE TURNED ON. THE CREW WAS THEN ABLE TO INCREASE POWER. A LARGE THROTTLE LEVER SPLIT WAS OBSERVED AND THE LEFT ENGINE GAUGES WERE FLUCTUATING. AIRCRAFT LANDED WITHOUT FURTHER INCIDENT.

P&WC WILL PARTICIPATE IN THE INVESTIGATION OF THIS INCIDENT AND WILL ADVISE OF ROOT CAUSE ONCE ESTABLISHED.

UNABLE TO RESTART EITHER ENGINE IN FLT. EMERGENCY DECLARED & ACFT DIVERTED. UNDER NTSB INVESTIGATION. MX REPLACED AIRFRAME & ENGINE FUEL FILTERS. CHECKS PERFORMED ON IGNITION ANTI-ICE, FUEL TEMP, AIRFRAME FUEL FILTER BY-PASS INDICATION SYS, NO DISCREPANCIES. LT & RT ENG P-3 BOSSES INSP FOR WORN GASKETS. NO LEAK OR DAMAGE. ENG OIL SOAP SAMPLES & FUEL SAMPLES TAKEN. RT ENG REPLACED, 5 PT ENG RUNS PERFORMED ON LT & RT POWERPLANTS. REMOVED ENG WILL BE TORN DOWN BY MANUF AS PART OF NTSB INVESTIGATION. THREE GROUND POWER RUNS WERE COMPLETED, NO NOTED PROBLEMS.
7 14 Jun 2006 - the aircraft took off from KBWI (Washington-Baltimore) and was headed to Florida but declared an emergency and diverted to KORF (Norfolk Intl Va). There's no mention of the incident in the FAA or NTSB accident/incident databases.
